It was
written by American Roman Catholic and Medical Mission Sister, Miriam Therese
Winter (b 1938), in 1965 inspired by her experiences after joining a
convent shortly before Vatican II.
It was the title-track of Winter's 1966 LP and the accompanying sheet music collection. The LP is now out of print but copies are often available on Amazon. The songbook is still available from the Medical Mission Sisters website.
The song was later included in Winter's music book, Songlines and is also in some other books, eg Let the People Sing (link below). These are the best sources of sheet-music for the song.
It was used in very many countries by English-speaking Catholic missionaries in the 1960s and 70s. and Winter has commented (see video below) that wherever she went, the song had arrived before her. The range of YouTube videos shows that it is still sung in many places and denominations today.

Joy is like the rain.
....
....
Joy is like the rain.
2 I saw clouds upon a mountain,
....
Joy is like a cloud.
3 I saw Christ in wind and thunder, ...
Joy is tried by storm.
4 I saw raindrops on the river ...
