It was written by Canadian evangelical worship leader, songwriter and teacher Brian Doerksen (b. 1965), and is the title-track of an album which Doerksen released in 1998 under the Vineyard Music label in the UK, known as "Winds of Worship 12 - Live From London" in North America - (ref).
It is set to an unnamed tune, also by Doerksen. This has a 4/4 time signature. In the key of D, the first few notes are F_ EF GF E G_ F with accompanying chords D / D2 / G / D.
