It was written in 1959 by American Methodist minister and author Richard Blanchard (1925-2004), and first published in 1964, by Word Music, LLC. It has since appeared in a wide range of church hymnals.
The refrain is sometimes used a stand-alone worship song, as well as with the full hymn.
With meter 11.8.9.10 with refrain it is set to a tune written by Blanchard which is simply called FILL MY CUP. This has a common time signature. In the key of Bb, the first few notes are FF FD DD D_ FG FC_ with accompanying chords Bb / Cm.
